Pattison Outdoor Builds Illegal Video Screen at Victoria Park and Sheppard

Pattison Outdoor has built an illegal video screen at Victoria Park and Sheppard.

In April 2003, Pattison obtained this variance [PDF] to the Scarborough Signs by-law to permit a poster panel on the roof of 2635 Victoria Park. City Staff recommended against granting Pattison a variance for the sign.

Before that variance was granted, Pattison had to obtain an amendment to the L’Amoreaux Community Zoning By-law No. 12466, which prohibits the use of non-accessory signs in the district. In February 2003, City Council granted permission [PDF] to apply for an amendment and called a public meeting pursuant to the Planning Act. The plans and diagrams associated with the by-law amendment do not show a video screen. The public meeting was held on a special meeting of Scarborough Community Council on February 20, 2003. The amendment was granted at that meeting [PDF].

The alteration of a sign in Scarborough requires a building permit, which Pattison never obtained when it changed this sign from a poster panel to an LED video screen. The City has more or less confirmed that the sign was built without a permit on page 5, paragraph 2 of this staff report [PDF].
