Titan Outdoor in Contempt of City Council

Welcome back to Contempt of City Council where we show you how outdoor advertising companies continue to operate illegal billboards after our City Councillors reject the variances for the signs.

On September 10, 2007 Toronto and East York Community Council rejected the variance for Titan’s Outdoor’s illegal sign on the easterly elevation of 443 University Ave:

This is what 443 University Ave looked like this morning:

Here’s an interesting quirk to 443 University Ave. See, this is a vinyl sign that’s operating without a permit. However, in May 2006, Titan Outdoor obtained this mural permit to paint a sign on this wall. Because Titan never put paint to brick, that permit was revoked for non-construction. Then, Titan applied for new mural permit in September 2007 to replace the mural permit that was revoked. The application for the new mural permit was rejected by the Buildings Department. What happened between May 2006 on September 2007? Simple. The City changed the by-law regulating signs on University Avenue, banning all third party signs on University Avenue addresses. The new by-law was passed on June 29, 2006.

Meanwhile a variance application has been made to erect a third party roof sign 171 Dundas Street West, just a block and a half east of 443 University. We expect a refusal recommendation from planning.
